On October 13, 2026, SCE's rebates page states no dollar rebate for a water heater. It points to Home Performance Plus, a program for homes in Disadvantaged or Low-Income communities, run by CLEAResult under contract with SCE, whose page lists heat pump water heater rebates of $500 to $1,350.
SCE's rebates page says Home Performance Plus is for residential electric customers who rent or own a single-family detached home, or a unit in a building with a maximum of four units, within Disadvantaged or Low-Income communities.
A heat pump water heater is an electric tank that moves heat from the surrounding air into the water. The Home Performance Plus rebates page lists these amounts on October 13, 2026:

The page limits this to one rebate per home, and none of the six can replace a tankless water heater. It says limitations apply without listing them, and neither page states an end date or how much funding remains, so confirm with the program before buying.
Can I Get a Free Heat Pump Water Heater From SCE?
Yes, if the household qualifies for Energy Savings Assistance. SCE covers the cost, including installation, for income-qualified homeowners and renters.
SCE's Energy Savings Assistance page lists a heat pump water heater replacement among the free upgrades. The income limits effective June 1, 2026 to May 31, 2027 are $39,900 for one person and $82,500 for a household of four, an upper limit of 250% of the Federal Poverty Guidelines. A household also qualifies if someone in it takes part in an eligible public assistance program, such as CalFresh or Medi-Cal.
SCE says restrictions such as the age, size and condition of the appliance being replaced may apply. It also says services may not be available in all areas, a co-payment may be required for some services, and services are first-come, first-served until funding is expended. The same page says SCE's Building Electrification Program has ended: it is closed to new enrollments as of September 2026. The eligibility check shows programs a household may qualify for.
Does SCE Give a Bill Credit for a Heat Pump Water Heater?
Yes. Since October 1, 2022, SCE gives heat pump water heater owners an additional baseline allocation on two of its time-of-use plans.
SCE's time-of-use plans page says the extra allocation applies on TOU-D-4-9PM and TOU-D-5-8PM. Customers with a basic baseline allowance get 1.9 kWh more per day in summer and 2.6 kWh more per day in winter. The page tells customers who are already on one of those plans and recently installed a heat pump water heater to call 1-866-743-1645 to get the allocation enabled.
The page also describes TOU-D-PRIME as a rate for customers with an electric heat pump system for water or space heating.
What Does SoCalGas Pay for a Gas Water Heater?
On October 13, 2026, SoCalGas lists $300 to $575 for high-efficiency storage water heaters and $80 to $1,500 for high-efficiency tankless models.
The SoCalGas Rebates & Incentives page sets these conditions:
- Storage: a UEF of 0.64 or higher, 55 gallons or less, and not purchased from a statewide participating retailer.
- Tankless: must replace a tank-type unit in a single-family detached home.
- Solar thermal water heating system: $2,500 to $5,000, limit one per household.

Which Statewide Water Heater Programs Have Ended or Are Fully Reserved?
Three. On October 13, 2026, two statewide heat pump incentive programs are fully reserved for single-family homes, and the statewide retail coupons have ended.
- TECH Clean California (fully reserved). The program's incentives page says TECH Clean California single-family heat pump water heater incentives are fully reserved and not accepting new reservations as of November 14, 2025.
- Golden State Rebates (ended). SDG&E, which awarded the program's contract, says on its rebates page that the Golden State Rebates retail rebate offerings have ended. SCE's rebates page still describes Golden State Rebates coupons, which have ended according to SDG&E, and the program website SCE links did not load on October 13, 2026.
- HEEHRA (fully reserved for single-family homes). The California Energy Commission page says HEEHRA single-family rebates are fully reserved statewide as of February 24, 2026, and describes them as rebates for heat pump heating and cooling systems.
