Community Action Partnership of Kern, known as CAPK, does. Its weatherization program lists attic insulation among free upgrades for income-qualified Kern County households.
CAPK's weatherization page says a household must live in Kern County and have total income at or below 150 percent of the federal poverty income guidelines. It also states:

- Assessment. CAPK assesses the home first, and every installation depends on feasibility.
- Renters. The property owner or a representative must sign an agreement that lets CAPK weatherize the home.
- How to start. Call 2-1-1 or 661-336-5203. Checking whether you qualify costs nothing.

The state's weatherization page tells households to contact their county's local service provider with questions on eligibility. The state's 2025 plan for the federal Weatherization Assistance Program lists Community Action Partnership of Kern County for Kern. The eligibility check shows which programs fit a household.
What Is the Southeast Bakersfield Energy Efficiency Program?
It is one project in a $22.1 million state grant for Southeast Bakersfield. CAPK provides weatherization to low-income homes inside a mapped boundary.
